Collective bargaining rights were granted to federal workers in 1978. While this was a milestone for the workers, there were still many differences in collective bargaining rights for federal and private workers. Max Roffman talks with the Chairman and the General Counsel of the Federal Labor Relations Authority Ronald W. Haughton and H. Stephen Gordon, to discuss these differences. The program also features a talk Haughton gave at a meeting of the Industrial Relations Research Association.
